Tourism Sector of Ukraine in 2024: Over 3 Billion UAH in Budget Contributions

In 2024, the tourism sector of Ukraine made a significant contribution to the state budget, paying 2.938 billion UAH in taxes, which is 45 million UAH more than in 2023. Compared to 2021 (before the major invasion), this amount has increased by 700 million UAH, showing positive results despite challenging circumstances.

Growth in the Number of Taxpayers

In 2024, the number of taxpayers in the tourism sector increased by 7% compared to 2023. Overall, the number of legal entities remained at the level of 2023 — about 3,500, while the number of individuals increased by 9%. However, compared to 2021, the total number decreased by 20%. Legal entities decreased by 33%, and individuals decreased by 15%.

Hotels: Leaders Among Taxpayers

The largest share of tax revenues came from the hotel business, contributing 66.5% of the total revenues — 1.954 billion UAH. This amount is nearly twice the tax payments made by hotels in 2023, which amounted to 1.304 billion UAH. Additionally, it is 52% higher than in 2021 when hotels paid 1.289 billion UAH to the budget.

Tax Revenues from Tour Operators and Agencies

In 2024, tax revenues from tour operators almost doubled, amounting to 304.7 million UAH, compared to 205.8 million UAH in 2023. In 2021, this amount was 259 million UAH.

Tax revenues from travel agencies in 2024 amounted to 265.2 million UAH, which is 37 million UAH more than in 2023 (193.3 million UAH). However, compared to 2021 (279.3 million UAH), there is a slight decrease of 5%.

Tourist Bases and Children's Camps: Positive Dynamics

Tax revenues from tourist bases and children's holiday camps also showed growth, amounting to 201.1 million UAH in 2024, significantly higher than 145.9 million UAH in 2023. However, compared to 2021, when these establishments paid 328.2 million UAH, there is a decrease of 39%.

Campgrounds and RV Parks: Significant Growth

Tax revenues from campgrounds and RV parks more than doubled in 2024 — 4.6 million UAH compared to 2.9 million UAH in 2023. Compared to 2021, this indicator increased by nearly 100%, when the tax revenues were only 2.4 million UAH.
